Naka-activate ang mga response cluster ng National Disaster Risk Reduction and Management Council (NDRRMC) bilang paghahanda at pagtugon sa epekto ng mga bagyong Luis at Maymay, gayundin ng umiiral na Habagat sa iba’t ibang bahagi ng bansa.
Kabilang sa mga activated response cluster ang Logistics na pinamumunuan ng Office of Civil Defense (OCD); Food and Non-Food Items, Camp Coordination and Camp Management, at Internally Displaced Persons Protection na pinangungunahan ng Department of Social Welfare and Development (DSWD); Search, Rescue and Retrieval ng Armed Forces of the Philippines (AFP); Health ng Department of Health (DOH); Law and Order ng Philippine National Police (PNP); Crisis Communications ng Presidential Communications Office–Philippine Information Agency (PCO-PIA); Education ng Department of Education (DepEd); Emergency Telecommunications ng Department of Information and Communications Technology (DICT); Debris Clearing and Civil Works ng Department of Public Works and Highways (DPWH); at Shelter ng Department of Human Settlements and Urban Development (DHSUD).
Samantala, naka-standby naman ang Philippine International Humanitarian Assistance Cluster na pinamumunuan ng Department of Foreign Affairs (DFA), Management of Dead and Missing Cluster sa pangunguna ng Department of the Interior and Local Government (DILG), at Early Recovery Cluster na pinangungunahan ng Office of Civil Defense (OCD).
Patuloy naman ang mahigpit na monitoring at koordinasyon ng mga ahensya ng pamahalaan upang matiyak ang maagap, maayos, at epektibong pagtugon sa pangangailangan ng mga komunidad na naapektuhan ng mga bagyo at ng Habagat.
